ThereisaratherlargepresenceofSmallandMediumEnterprises(SMEs)aspartofcreativeindustryinYogyakarta,yettheIntellectualPropertyRightsmanagementisstillveryminimum.Theproblemsinthisstudyare,first,whytheprotectionofIntellectualPropertyRightsisimportantforsmallandmediumbusinessentitiesascreativeindustriesintheSpecialRegionofYogyakarta.Second,howistheroleoftheregionalgovernmentoftheSpecialRegionofYogyakartainordertoprovidelegalprotectionforIntellectualPropertyRightstosmallandmediumbusinessesinthespecialRegionofRegionYogyakarta.Thispaperappliesajuridical-empiricalapproachbyusingprimarydata.Thisstudyconcludesthatfirstly,thepotentialmarketforcreativeindustrieshasatendencytodevelopcontinuously,sinceSMEsinYogyakartacontribute59%ofGrossDomesticRevenueinSpecialRegionofYogyakartahencetheprotectionofIPRsoncreativeeconomicproductstoguaranteetheeconomicrightsofthecreatorsiscrucial.Secondly,theroleoflocalgovernmentsatthemomentinthecontextofprovidingIPRprotectionforSMEsiscarriedoutbyestablishinganIntellectualPropertyManagementCenter(BPKI),anddevelopingawebsitetoprovideIPRservices,namely"JogjaKI
