Therefore, philosophical considerations must be clear where the community will be taken. To achieve responsive regional regulations in supporting the implementation of good governance, the purpose of this study is to find out the principles of the formation of responsive regulations and their implementation in order to support good governance practices. This type of research is empirical juridical. Empirical juridical is a way of legal research with primary data or field data. The empirical juridical approach in this study is to analyze the problem carried out by combining legal materials with primary data obtained in the field, namely the implementation of the formation of regional regulations in Sleman Regency. The formation of law in the Sleman Regency House of Reresetative during 2014-2019 has not yet fully used the principles of establishing a good and responsive regional regulation, its formation has not fully used an academic text, so the reponsive principle has not been seen. Some of the regional regulations discussed are still originating from regional governments which are generally repressive.
